It likely has to do with regulatory compliance for shipments to CA. Some places, like Grizzly Industrial, tack on a surcharge for the additional aggravation, while others just refuse to ship.

1.75 PLA will work fine in an Ender Pro 3, but when starting a new brand or color of filament, you'll want to run a test print of something that is small (and fast) so that you can adjust the temps...

Agreed. Watch Tomb of 3D Printed Horrors setup videos for the Ender 3 on YouTube. He had me printing superbly in an hour or two after I took the Ender 3 out of the box, my first 3D printer.

Make sure the bed is level. Watch YouTube videos with tips to assemble the printer. Making everything level as you build the printer is key to getting good prints

The Monoprice PLA that I bought with my printer wasn't anything special, but it worked. The upright laptop holder I created with it is still holding together really well after a year and a half.
