These will not turn on in daylight. It has dusk to dawn feature. Even if you keep it on continuously on mode, it will turn on only when it gets dark. I bought 2 from last deal, installed one of them...

Your reading 5.7 because there is no load, voltage will drop once under load. The charge circuit would be built into the light unit and not the panel.
