Why not just go with Mr Beams that run on 4 D cells if installing in a low use area? Will last a long time. If you’re worried about batteries leaking, use eneloops with D adapters.

Yeah the light will detect motion then stay on for the specified time (30,60,120 seconds) then their is a small cool off time probably a second or two and if it detects again it will turn on

These will not turn on in daylight. It has dusk to dawn feature. Even if you keep it on continuously on mode, it will turn on only when it gets dark. I bought 2 from last deal, installed one of them...

Your reading 5.7 because there is no load, voltage will drop once under load. The charge circuit would be built into the light unit and not the panel.
