If you rip a 4k movie then try to play it on your cell phone, your phone can't play 4k. So your server would need to transcode the video down to a lower quality.

It should be. 4K content to my Apple TV works well. It’s a little slow if I try to jump around the movie but otherwise works great. I upgraded to 6 GB RAM, which helps.

I think that article is about the J and Play models. Both of those have Realtek arm processors. This is the Plus which has a Celeron. It should support hardware transcoding in Plex.
