Do you have mobile data disabled? If so then something's wrong. If mobile data is enabled some apps or system services will insist on using mobile data instead of wifi.

So you still connect to the 4g tower but your data speed is at the 2g speeds. All the companies that say 2g data really mean 2g speed. Throttled.
