The bits can also be used on impact driver. I use them as a cheaper option for occasional/light job.

For cement, you DO NOT need an SDS drill for the small 1/8" to 3/8" holes that this masonry bit set will drill. A regular old drill with a hammer setting will do just fine for these smaller sizes....

I'm far from an expert, but I think he means that these are not as good because they are the hex shank style and they are not made as well as the SDS style bits (someone correct me if I'm wrong)....
