The 4K will transfer if the other platform has it in 4K. Say if VUDU only has the HDX the 4K won’t be able to transfer. Just double check the other platform has it!

Vudu does give you the option to purchase the 4k but not Google Play. Just go to the movie and select the buy option, it should show you the 4k price and you'll be able to buy it.
