Right now the 2070 super is probably the best gpu without spending 1k. If not the 1080ti is the best bang for the buck and it is older yet. Not sure how "old" you are referring to.

You probably have a bad cooler, and coil whine. I had that issue and had to have the GPU replaced and its virtually silent now.
