If not detective yes. Reported as Micron Rev.E. Good alternative to Samsung B-Die and Hynix CJR. Dual rank so it'll be a tad harder on the IMC but the higher end mobos should eat it up.

Usually that is the limit. 1900Mhz Fclock is not terribly common but it is out there on occasion. T1 with Gear Down enabled I assume?
