No its a cord coming out the bottom the 360 vent is at the top portion of the heater. But most of the heat will come out through the vent area where the switch is facing.

Residential wiring is mostly 120v/15A circuits, so theoretically, 1800watts is the maximum load. Most small space heaters are rated 1500w or 1800w max.
