Same at my HD. Lots were hidden on the bottom shelf of the rack too. My set is made in Indonesia, can't say I've seen many (any?) tools from there before, but they do seem pretty cheaply made....

The drill bits are suitable only for light/occasional work in my experience. I have snapped several of them after heavy use. Cant speak to the durability of the screw driver bits.
