IMO it's worth it over a 1650 Super if it's only $24 more. The extra 2GB of memory will make a difference down the line. At $184 this delivers quite a bit more performance/dollar than the 1660...

the 1650s is a 1080p card, if anything you'll be choked on raw gpu power before vram.
$184 is definitely a fair price for this card though.
