If you cut the strips then the section at the end technically becomes useless. No way to attach them with their normal setup. If you are good at soldiering then you can try and reuse them that way....

I have used plenty of the Hue strips. Even the older ones and all of them were dimmable. Im not sure if Philips Hue even makes non dimmable lights.

No, they should honestly be sold for less since they can do no shade of green and only 1 shade blue (dark blue). The colors are so bad in a gen 2, they almost seem defective...but they aren't.
