For residents of most states, you can buy prepaid refills on Target's website and not get charged tax on it, so at worst, you pay face value. Target also puts prepaid cards on sale every so often.

Not sure if I remember correctly or not, but Google Fi uses T-Mobile, Sprint, and US Cellular. So if Google Fi isn't getting signal at your house, T-Mobile probably isn't much better..?
