Got it working. for some reason I had to keep a $5 amazon gift card as one of the payments for the amex discount to apply. Everytime I removed it the amex discount removed.

It's easier to just add a bunch of items to your cart that puts the costs above your GC balance, then remove the stuff you don't want from the cart. Do this all at the final checkout page
