I got a letter from them saying my receipt could not be accepted and I must include the original packing slip. Anyone else get this?

It might not say explicitly but I have seen rebates from few other offers being denied for this reason. It is better to send the UPC if you are not planning to return the item rather than worrying...

Yes they qualify. Any P&G product purchase over $50 qualifies for $15 rebate.
