It’s what PayPal is for. I have never had an issue with settling a dispute with them. I would not suggest paying by credit card though.

You can sue for anything. But a better thing would be suing for fraud. If they advertise one price, you agree to buy at one price and they charge you another price this is theft and this is fraud.
