It's because this paypal thing isn't a code, it only applies on Paypal's end. From Harry and David's checkout, you won't even see the $15 being taken off, only on the Paypal checkout.

For shoprunner, I've usually found it easiest to log into shoprunner first and leave it open in a tab, then usually Harry/David/800flowers picks it up automatically.
