Agreed, the DVD was fine but the original BD was awful. It doesn't help that for every iteration the Wachowski's say this was what they intended.

I haven't seen it in 4K yet. Of course it would. The higher resolution will sharpen the image and HDR will give you a wider range of colors.

I do not believe so but most same is true with 4K, you may only get HD on other providers. But because it is MA if other providers add Atmos you should get Atmos or 4K in the future when added.

But 13 is worth the upgrade they really look that good and they fixed the green tint that the dvd and blu-ray added they really did a great job with the transfers.
