Probably not, they're using a different method for the denatured alcohol. Plus if you look at the ingredients, it seems to have a lot of fruit type additives which is probably there to mask the smell...

I can't speak to the efficacy of how well it works vs Purell in terms of killing viruses but it seems to dry/evaporate at roughly the same rate.
I do feel like it moisturizes better than Purell...
