The 580 was performance card of the 500 series. The 5500xt is an entry-level. The 5500xt is more of a replacement to 560/570. That is a large part of the reason not a huge speed boost when comparing.

You can pick up cheap a GT 730 for less than $40. You might be able to snag a GTX 1050 or RX 460/560 for less than $100. A GT 1030 for about $80, but slower than those guys. A LP GTX run $160.
