Not just the brightness, IPS displays inherently have very poor contrast. To say this monitor does HDR is misleading at best, it only does a fake processing method.

It takes 200ms to react so losing 10ms on a 4k tv vs a monitor is nothing. 100ms is where it becomes noticeable so as long as you have your TV in gaming/pc mode its going to not be an issue.
