Nope. Won’t get past 60Hz. Tried setting it those specs on the NVidia control panel and it wouldn’t work. And I have a RTX 2080 if that matters at all.

No HDR so I probably wouldn't do it. If it had HDR I would say yes since the X doesn't do more than 60fps in 4k.
