Startup amperage doesn't matter you can run significantly more amperage for short periods of time.
I've used a 16 and 14ga cords several times for table saws and circular saws.

Barely getting by with 1 amp or less. Some devices have a much stronger startup amperage and aren't very accurate on their amperage. I bet that cable will get hot! If it does, be sure to quickly...

At 25 feet, yes. This is assuming your chainsaw isn’t over 13 amps. Bigger chainsaw or further than that, I wouldn’t recommend.

To be safe a 16ga 25 ft extension cord should only be used on something with a 10amp draw max. At 110V , that would be 1100W.
