You can't leave any of the tarp exposed beyond the bottom of the tent or that will happen. Keep it tucked under the tent.

Exactly right, and if you need to fold the edges of the tarp to get all of it under even better. Roll the edge of the tarp (downward) instead of folding it. That will push the edge of the tent up off...
