Does not do 4k at 60hz while using a USB C hub, only 30hz. It does work @ 60hz if I just use a hdmi to usb c adapter directly to usb c port and do not use a hub.

No. It has nothing to do with the cable. It is the HDMI port on your computer. If it is HDMI 2.0, you will get 4k@60hz.
