The soil underneath should have a compact base using a tamper or plate compactor. Use sand to level it. It will not crack unless there is a gap underneath that allows the pressure to break it

No. They are too brittle. I have my lawn tractor on them under a lean-too but they aren't going to hold up to a driveway. Guaranteed. Just transporting them made some of them deteriorate in areas.

I find these to be pretty brittle compared to real pavers or poured concrete (with or without reinforcement) so I would not stack more than two high or use as a drive way. YMMV
