yes, like most phones, just wifi is fine. I use airplane mode and just wifi to save battery. I used a Ting GSM sim just to make sure Tracfone didn't nag me.

Any phone can be used on wifi without activation, just remove sim (save for later in case you change your mind). I always remove sim to set up & I use phone on wifi for a day or two before activating...
