No. CDC recommends using ABHR with greater than 60% ethanol or 70% isopropanol. This is ethyl alcohol.

Minimum needed is 60 percent ethyl alcohol OR 70 percent isopropyl alcohol. This contains 62 percent ethyl alcohol so it is fine.
