I would second previous posts that the Nitecore chargers are the way to go (i2 or d2 also charge old NiMH cells); they are cheap, reliable and even work on cells that other chargers cannot help.

Only competition for under $50 would be the Silkhunt H04 LED Headlamp. I would take the Wowtac over it due to the price difference and battery. I prefer 18650s over BL135 .
