Did you check the CPU-Z infor at what speed the memory is running? The main issue is with the soldered DDR4 memory which may be running at 2666 MHz. So, does not matter if you put a higher speed ram...

Almost certainly not, it sounds like that configuration means having one soldered 4 GB stick and then replacing the other stick with a 16 GB one, so no dual-channel.

The problem is that the soldered 4GB that you cannot pull out is 2600MHz. You can increase RAM and have plenty of RAM capacity. But you're not going to fix the slow speed the bios has the RAM set...
