In the past I've had offers work with tax included. They might get a report of how much tax you are paying but since the tax rate differs by state obv they may not consider the tax amount

Your concept is wrong about Dual Channel and yes, it is still a pretty big thing. 4GB + 8GB still runs in Dual channel. Google Flex Mode.
