No it is not enrolled in any account. Amazon says I need to contact citi. Citi says the amazon account name and citi account name should match.

Just log into your Double Cash CC account and there’s an option somewhere to convert to TY points... Just convert $1 of rewards to 100 TY points.

I don't think Costco card will work. You will need citi card which gives thank you points which can be redeemed on Amazon.

I was able to get it to work with a Citi double cashback card, I converted the points had to wait more than 24 hours and it worked when I tried on mobile points showed up, still not eligible. hmmm
