Yes it can with the right add on grinder. I actually just watched a youtube video on the top ten angle grinder attatchments and it showed a special blade made specifically for smoothing concrete.

From what I can tell, the guard is not adjustable on this grinder. This means that it does not offer the "correct" protection if using a cut-off wheel.
