Yes. But pretty sure 4x on PCI 4.0 is equivalent to 8x on PCI 3.0 so you should be fine on bandwidth.

It's 16x SIZE but is only 4x in terms of bandwidth. It's not a full speed slot. Looks like absolutely none of the boards have two full speed 16x slots. It must not be possible.
