I used to get $10 offers and now everything is $5 tops. I think they adjusted their categories to be less generous aka “give away” less money.

Lower bill means lower revenue. Whether they give you a $5 prize or lower your bill by $5. The net for taxes would be the same, you don't know what you're talking about.
