Steam installs the game on your pc and they are playable offline as long as you set steam to offline mode and the game doesn't require an internet connection.

There are some really great games from the Genesis' later years that are in this collection that you may have overlooked. I think Gunstar Heroes and Vectorman are good examples of side scrolling...

If it's true that you can extract the ROMs, you could copy to a Linux machine and use an open source emulator.
