It isn't necessary but you can use it to be helpful with disputes with officers if you forget to turn on things to start recording. An example would be a violation of no seat belt when you had one on...

There are no reasonably priced cameras readily available that do 360. You'd need a setup similar to the Google maps cars. Or purchase multiple cameras (like the google car).
