Go into App settings, look for Samsung Pay and Samsung Pay Framework. Clear caches and data. Add new credit card. Then purchase gift cards.

"Samsung Pay - Giftcards" is a merchant account. It's only a seller of gift cards within the app. Using Samsung Pay as a tap payment app at non-qualified merchants won't work.

Looks like this has been dead since at least July 22. Got credits for Starbucks gc through Samsung Pay for purchases from July 18/19/20/21 and then same purchase on 22nd never got credit.
