I tried the 61w and that also riddled with these problems. Recently, tried the ravpower 61w version and it works very well. It get little hot when used with 15inch mac book pro but perfectly fine...

I think it is incorrect implementation of PD in this charger where it stops and starts charging causing the on/off and non sleep issue.
