Yes, it's probably due to regional pricing. GOG used to offer rebates for regional pricing differences but was later canceled.

According to their ToS: I believe if you reach out to their customer support they'll refund you since this is a pre-order. On the product page, the listed platform is GOG.com.

This is likely being resold from *much* cheaper regions which is how cdkeys is able to sell it at this price (and still make a profit). And when there is no region lock, deals like this occur. ...

Except that buying it on Steam takes a 30% cut away from the devs, or you could buy it on GOG and give 100% to the devs if that's your goal.
