I saw the message on my phone 2 days ago. Prime student account less than a year old. I had a Credit card only. Added debit card and got $25 immediately.

That is a targeted email only. Clearly stated in the first line or two. So, not a YMMV - if you didn't get the email you don't get the deal. Would have been nice, though!
