I think that 70 wash number is just marketing, the chemical can be degraded by sunlight/UV which is the main reason requiring reapplication and not really because of washing.

I believe the treatment they use is permithrin. You can buy it as well in spray bottle form to coat your own gear. It holds up to a number of washes.
