They aren't almost useless. You prob have a spare x16 slot to use and even if you use x1 you prob have a pci gen3 board so you get like 7.6Gb/s. That's still pretty good considering this card maxes...

FWIW this card worked great for me, and the deal is back. I paired the card a USB-C extension cord and can now plug my laptop and desktop into the same USB-C 14-1 hub with no issues.

It should still work in a 1x slot, just won't provide full USB 3 speeds on all ports simultaneously. *EDIT:* Nevermind, you'd need an X-Acto knife to use it on a 1x slot.
