Benchmarks already came out for RTX 3080. Less than 1% improvement in gaming with PCI 4. 10700k/10900k still crush the 3900x PCI 3 or 4 except at 4K where it all is the same.

For gaming I would stick with intel especially if you plan on grabbing a 3000 series card . Both platforms will be obsolete in a year when amd drops the am4 socket
