No, there are Genesis and NES ports on there as well. Street Fighter 2010 for example was only released on NES. I don't remember which were the Genesis ports - I don't have the system hooked up now

Seems to be game or maybe emulator dependent. Have to do more testing to say for sure but certain games had a bit of input lag and others ran flawlessly.
