According to Anandtech the 1650 "Super" is 100 watts and therefore can't be bus powered (75 watt limit). The regular 1650 is 75 watts.

I have this card. You just need a SATA to Molex adapter to feed it additional power. I'm using this card in an old Dell Optiplex 7010. My son is enjoying gaming on this.

So people have to buy more ram and an SSD so it becomes pretty close in price to reach parity of they don't have old parts to use. There is always a premium for refurbished that take full height...
