If you use a key that came with the computer to fresh install Win10 on THAT COMPUTER, legal.
If you resell/eBay it, use the key on another computer, etc., it's not properly licensed, so not legal....

Actually not exactly true. My company builds PC's and OEM builders still get COA's to affix. We are also a TPP (3rd party refurbisher) and we still have to affix COA's to unit.

Yes most tier 1 manufacturers are embedding the key and once the SID is activated--MS knows the hardware. If you go to reinstall it will autoactivate.
