I don't see how that's even remotely true. You don't need a PC. I can stream 4k uhd from my NAS to the Plex app on my tv. You can use a nvidia SHIELD or fire instead if your tv doesn't support that...

Well, most transcoding is because of the audio too. I know for a fact before I took plex off my i9 to my 453be, I tried watching a 4k file on a 1080tv and a 1080 stream on my Mac and I had no issues...
