I run Plex 24/7 on an i7 NUC, Windows 10, 16GB ram. Media library pointed at a Synology NAS setup as a mapped network drive. It works really well, just set it and forget it.

For HTPC, Nvidia shield is a better option as it's cheaper and can handle all file formats using Kodi. I had a Nuc i5 and was not able to handle 4K60.
