No, you can use it over several transactions and it tracks how much you've used. When it maxes out, that's it. It seems that people either got 20% off (max of $20), 30% off (max of $30) or 50% off...

Mine said the same. I checked with Amex customer care, who told me Blue Cash evryday does not include such membership rewards program, since it gives you cashback/rewards. :(
